Hong Kong is a specialized market for Female Domestic Helpers (FDH) for its unique features. The main reason is that the working conditions are better than in any other country where Bangladeshi female workers have gone for employment. Bangladeshi workers have contributed to supporting many families in Hong Kong to live their smooth lives. The year 2013 was the beginning year for sending FDH to Hong Kong SAR. This wing also covers Macau SAR for expatriate workers working there in different hospitality sectors as well as FDH.


Bangladeshi Female Domestic Helpers:


Hong Kong is a specialized market for Female Domestic Helpers (FDH) for its unique features specially in terms of working conditions and salary. Most of the affluent families and diplomats recruit domestic helpers who are mostly coming from the Philippines and Indonesia on contractual employment. Around 750 Bangladeshi female domestic helpers are now working in Hong Kong. Since the recruitment of the first batch of FDH from Bangladesh on 11 May 2013, they are coming to Hong Kong on a regular basis though the number has been decreased due to Covid-19. Since the establishment of the Labour and Welfare Wing in the Consulate in December 2015, Consulate’s engagements included but not limited to the verification and attestation of employment documents of the FDHs, briefing, assisting them while on distress etc. Minimum wage for foreign domestic helpers has been increased from HKD 4630 to HKD 4730 per month with food allowance of HKD 1196 per month from 01 October 2022.


Issues dealt by Labour Wing:

  1. To attest Employment Contract
  2. To attest Demand Letter
  3. To update the list of the migrant workers in Hong Kong and Macao
  4. To prepare database of HKID, Visa, and Passport Expiry of workers
  5. To coordinate regularly with the Labour Department, Immigration Department, and Police Department of HKSAR
  6. To visit dormitories of the workers and report about their facilities
  7. To visit jails/Correctional Services Department to look after the imprisoned Bangladeshi nationals and provide them legal support and facilities
  8. To facilitate for sending the corpse of a Bangladeshi national
  9. To provide legal assistance, advice, segmentations to workers in order to resolve their disputes with their sponsors
  10. To visit hospitals
  11. To facilitate immigration of workers at the airport
  12. To conduct motivational programme for the workers
  13. To help workers to open a bank account and sending remittances in the legal way

Required items for Domestic Helper Employment Contract (New) attestation:

  1. Properly filled up ID407 form (no hand-writing form is accepted)
  2. 2 copies of photographs of domestic helper
  3. Passport copy of domestic helper
  4. Copy of employer’s HKID (for permanent residents of HK)/ Passport & Visa copy (for non-resident employers)
  5. Detailed information of employer including address proof, day time phone number and mobile phone number
  6. Copy of job offer letter (signed by employer and domestic helper) with agency chop
  7. Application for hiring Bangladeshi domestic helper by employer
  8. Copy of Demand Letter (from employment agency) showing the remaining number
  9. Cover letter from employment agency
  10. Other relevant documents deemed necessary by the Consulate during the attestation process.

Required items for Domestic Helper Employment Contract (Renew/Rehire/Change of Employer in Hong Kong):

  1. Properly filled up ID407 form (no hand-writing form is accepted)
  2. Copy of previous contract
  3. 2 copies of photos of domestic helper
  4. Passport copy of domestic helper
  5. Copy of employer’s HKID (for permanent residents of HK)/ Passport & Visa copy (for non-resident Employers)
  6. Detailed information of employer including address proof, day time phone number, and mobile phone number
  7. Copy of job offer letter (signed by employer and domestic helper) with agency chop
  8. Application for hiring Bangladeshi domestic helper by employer
  9. Copy of Demand Letter (from employment agency) showing the remaining number
  10. Cover letter from Agency
  11. Receipt of sending remittance to Bangladesh by domestic helper (03 months at least)
  12. 100 HKD attestation fee (non-refundable) by employment agencies
  13. Address proof of employer
  14. Other relevant documents deemed necessary by the Consulate during the attestation process.

Required items for Accreditation Certificate:

  1. Valid Business Registration Certificate (BR)
  2. Employment Agency License
  3. Turnover proof
  4. Demand Letter (attested by HKSAR Government)
  5. Social Security Letter (attested by HKSAR Government)
  6. Name Card/ Business Card showing agency contact details including branches (if any)
  7. Employment Agency profile
  8. Other relevant documents deemed necessary by the Consulate.

Dispute settlement:

The Labour Department of HKSAR is the appropriate authority and sometimes Labour Tribunal is the right place to settle the disputes. However, in case of any kind of dispute with the employer, Bangladeshi workers may immediately contact the Labour and Welfare Wing of the Consulate.
