Introduction

Labour and Welfare Wing of Consulate General of The People’s Republic of Bangladesh in Hong Kong Special Administrative Region has been established since December 2015 to provide welfare-oriented services to the Bangladeshi expatriates and to explore employment opportunities in Hong Kong SAR. Hong Kong is a specialized market for Female Domestic Helpers (FDH) for its unique features. The main reason is that the working conditions are better than in any other country where Bangladeshi female workers have gone for employment. Bangladeshi workers have contributed to supporting many families in Hong Kong to live their smooth lives. The year 2013 was the beginning year for sending FDH to Hong Kong SAR. This wing also covers Macau SAR for expatriate workers working there in different hospitality sectors as well as FDH. Following are the issues dealt with by the Labour and Welfare Wing:

Manpower of Bangladesh

Bangladesh is a reservoir of Manpower. A good number of semi-skilled manpower is available for foreign employment in Hong Kong SAR. Hong Kong features the most suitable environment for female workers. A big demand from Hong Kong has been made to Bangladesh in 2019.

Dispute settlement

All workers should seek help from the law for any kind of dispute settlement with the employer if possible. When someone is unable or could not settle the dispute should contact the labour and welfare wing. A 24 Hour Helpline number is available for workers. The Labour Department of HKSAR is the appropriate authority and sometimes Labour Tribunal is the right place to settle the disputes.

The Labour and Welfare Wing of this Consulate has achieved success in all cases which were filed in past years.

Others Activities

  1. Employment Contract Attestation
  2. Demand Letter Attestation
  3. Updating the list of the migrant workers in Hong Kong and Macau
  4. HKID, Visa, and Passport Expiry checklist.
  5. Visit dormitories of the workers and report about their facilities.
  6. Visit jails and police stations to prepare a list of cases of imprisoned Bangladeshi Nationals and provide them legal support and facilities for their repatriation.
  7. If any Bangladeshi Worker or Migrant dies, Labour & Welfare Wing facilitates sending the corpse to Bangladesh.
  8. Providing legal assistance advice, segmentations to workers in order to resolve their disputes with their sponsors and prepare their list
  9. Visiting hospitals and jails.
  10. Reporting important news to the Ministry published in the Hong Kong news media
  11. Coordinating with the Labour Department, Correctional Services Department, Immigration Department, and Police Department all the time.
  12. Conducting motivational programs and celebrating events like Bangla New Year and other national, cultural, and religious days and aware them of the rules and regulations of Singapore
  13. Issuance of Travel Permits
  14. Helping female workers to open a bank account and sending remittances in the proper way.

  1. Properly filled up ID407 by electronic typing
  2. 2 copies of a photo of Domestic Helper
  3. Passport Copy of Domestic Helper
  4. Employer’s HKID copy (for Permanent Residents of HK)/ Passport & Visa copy (for non-resident Employers)
  5. Detailed information of Employer including address proof, day time phone number, and mobile phone number.
  6. Job offer letter copy (signed by Employer and Domestic Helper) with agency chop.
  7. An Application for hiring Bangladeshi Domestic Helper by Employer
  8. Demand Letter Copy (employment agency) showing the remaining number.
  9. Cover letter from Employment Agency
Required items for Domestic Helper Employment Contract (Renew/Rehire/Change of Employer in Hong Kong)
  1. Properly filled up ID407 by electronic typing
  2. Old contract copy
  3. 2 copies of photos of Domestic Helper
  4. Passport Copy of Domestic Helper
  5. Employer’s HKID copy (for Permanent Residents of HK)/ Passport & Visa copy (for non-resident Employers)
  6. Detailed information of Employer including address proof, day time phone number, and mobile phone number.
  7. Job offer letter copy (signed by Employer and Domestic Helper) with agency chop.
  8. An Application for hiring Bangladeshi Domestic Helper by Employer
  9. Demand Letter Copy (employment agency) showing the remaining number.
  10. Cover letter from Agency.
  11. Receipt of sending remittance to Bangladesh by Domestic Helper (03 months at least).
  12. 100 HKD attestation fee (non-refundable) by employment agencies.
  13. Address proof of Employer.

  1. Valid Business Registration Certificate (BR)
  2. Employment Agency License
  3. Turnover proof.
  4. Demand Letter (Attested by HKSAR)
  5. Social Security Letter (Attested by HKSAR)
  6. Name Card/ Business Card showing agency contact details including branches (if any)
